Frances Chelli, LCSW, is the Director of The Meadows Outpatient Center – Las Vegas where she has been instrumental in establishing the clinic and its programs. In her role, she oversees clinical operations, leads staff training, provides supervision, and ensures seamless crisis intervention. With a focus on community partnerships and patient-centered care, Frances brings over two decades of experience supporting individuals through mental health recovery, drawing on her extensive background in outpatient and forensic settings.
Born and raised in Brooklyn and Staten Island, NY, Frances moved to Las Vegas in 2006. She holds a Master’s in Social Work from New York University and has a wealth of experience from secure psychiatric facilities to small clinics across the Las Vegas Valley. Passionate about recovery, Frances finds fulfillment in witnessing her patients’ progress and fostering a supportive, cohesive team. Outside of work, she enjoys real estate and home remodeling and treasures her role as a grandmother.
Abigail Jones, PhD, LMFT
VP, Admissions & Executive Director of Outpatient Services
Abby Jones, PhD, LMFT-S, is a dedicated leader and licensed marriage and family therapist with a passion for clinical excellence and operational strategy. Originally from Birmingham, Alabama, Abby earned both her bachelor’s and master’s degrees in Human Development and Family Studies from Auburn University, specializing in marriage and family therapy. She is a Board-Approved Supervisor through the American Association for Marriage and Family Therapy (AAMFT) and holds a Ph.D. in Marriage and Family Therapy from Lee University.
With extensive experience leading clinical and operational teams across behavioral healthcare, Abby brings a thoughtful, strategic approach to her work at Meadows Behavioral Healthcare. As Vice President of Admissions and Executive Director of Meadows Outpatient Services – Las Vegas, she helps lead Admissions across the organization while continuing to oversee operations at the Scottsdale location. Her work is focused on strengthening access to care, supporting high-quality clinical services, and fostering collaboration across teams and programs.
Abby is deeply committed to supporting individuals, families, and the professionals who help connect them with care. She brings compassion, clinical expertise, and a strong operational perspective to helping people navigate important treatment decisions and access the level of support they need.
Outside of work, Abby enjoys spending time in nature with her family and chasing after her energetic toddler.
Evan Sargent, LCPC, LCADC
Lead Therapist
Evan Sargent, LCPC, LCADC, serves as the Lead Therapist a The Meadows Outpatient Center – Las Vegas, where he has been pivotal in developing and implementing the facility’s Partial Hospitalization Program (PHP). Originally from Pittsburgh, PA, Evan holds a BS in Business Administration and Hospitality Management from the University of Delaware and an MS in Psychology from Florida International University. With over a decade of experience specializing in addiction and trauma, he has worked with diverse populations ranging from pre-adolescents to seniors, focusing on ADHD, personality disorders, and complex mental health challenges.
Evan brings his own recovery journey to his work, using it to inspire and guide his clients toward self-reliance and healing. Deeply committed to his role, Evan appreciates witnessing the positive changes in his clients’ moods and daily lives, and he values The Meadows Model for its transformative insights into recovery. Outside work, he enjoys pickleball, painting, baking, hiking, and volunteering.
Charmaine Kemp, LCSW-S, M.Ed., CSAT, CMAT
Therapist
Charmaine Kemp, LCSW-S, M.Ed., CSAT, CMAT, is a therapist at The Meadows Outpatient Center – Las Vegas, bringing over 25 years of experience in inpatient and outpatient settings. With a Master of Social Work and a Master of Education in Human Sexuality, Charmaine is also a Certified Sex Addiction Therapist (CSAT) and a Certified Multiple Addiction Therapist (CMAT). Since the age of 15, Charmaine has been driven by a deep desire to help others, leading her to become a therapist and guide individuals through their healing journeys.
Charmaine’s key responsibilities include facilitating individual and group therapy sessions. She finds great joy in witnessing the growth and healing of individuals who once felt recovery was impossible. She has been with Meadows Behavioral Healthcare since 2018, having served as a therapist at Gentle Path at The Meadows and Rio Retreat at The Meadows before her current role. Charmaine’s passion for her work shines through in the transformative experiences she facilitates for her clients.
Eva Jenkins, LMFT, LCADC

Eva Jenkins, LMFT, LCADC, is a compassionate therapist at The Meadows Outpatient Center – Las Vegas, where she creates a safe, supportive environment for clients to openly explore their experiences and vulnerabilities. Originally from Ann Arbor, MI, Eva holds a Master’s in Marriage and Family Therapy from Lincoln Christian University and is trained in EMDR and attachment-based approaches. Her extensive background includes working with survivors of sex trafficking, individuals in substance abuse treatment within correctional settings, pregnant teens in residential care, and adults and teens facing mood and anxiety disorders. Guided by a deep commitment to family and personal healing, she empowers clients to build trust in themselves and foster healthy boundaries.
Outside work, she enjoys ballroom dancing, rowing, hiking, and spending time with her three dogs. She is also the author of Accelerate Your Faith, a book and workbook available on Amazon.
Katie Johnson, LCSW, LCADC

Katie Johnson, LCSW, LCADC, is a Therapist at The Meadows Outpatient Center – Las Vegas, where she brings a wealth of experience from her work in inpatient psychiatric settings, detox, residential treatment, and both Partial Hospitalization and Intensive Outpatient levels of care. Born in Colombia and raised in Las Vegas, NV, Katie earned her Master’s degree in Social Work from UNLV and holds both Licensed Clinical Social Worker (LCSW) and Licensed Clinical Alcohol and Drug Counselor (LCADC) credentials.
Katie’s passion for helping others began in her own childhood, and after her first internship at a Comprehensive Treatment Center, she became captivated by the resilience she witnessed in others and the power of therapeutic relationships. In her current role, she provides both group and individual therapy to support healing and personal growth. For Katie, the most rewarding aspect of her job is seeing the healing process unfold in her clients. Outside of work, Katie enjoys spending time in nature with her family, whether hiking, camping, or relaxing at the park. She also has a creative side, enjoying art, reading, and crochet.
